One gets this error if <span style="color:rgb(34,34,34);line-height:19px;text-align:justify">CMAKE_NO_BUILTIN_CHRPATH is ON. And OpenSuse sets this variable to always on and doesn't even let one overwrite it. I assume SL/RedHat does the same. I'm not quite sure why it doesn't work with </span><span style="color:rgb(34,34,34);line-height:19px;text-align:justify">CMAKE_NO_BUILTIN_CHRPATH ON, but somehow the relink for rpath isn't triggered (and that's why the relink folder is empty). You can either disable rpath or you can use the cmake binary from the cmake website instead of the one provided by the distribution.</span></div>
