It is very important for science and policy to map out where harassment incidents occur quite specifically. That can then be used to imagine situational prevention measures. Any transport crime experts with data access should start to map incidents within their transit system.

Subject: Re: [TCR-network] Sexual harrassment and NYPD

Dear Mangaj
All good points! Passengers must feel that this requires a combined action, not only from me, as passenger, not only the guards, the police - it requires a joined action - posters can help changing the way people see a particular situation, which ultimately lead them to act.

In São Paulo, newspapers were flagging for the gap between what we would wish for from these campaigns and what happens in reality. Riders would spell out the double message from the metro - act, report sexual harassment - at the same time they would not provide enough means for reporting or for a safe trip - completely overcrowded wagons in rush hours, hotline and sms that send a standard message whatever happens to you as passenger. Many felt that reporting was not enough. They were not taken seriously. And this might have a negative effect. A wider support for passengers must be in place.

Thank you Mangaj for your comments!
Best
Vania

Under that category there are couple of techniques alert conscience and post instructions that are used widely to inform the message of Zero tolerance of sexual harassment any transport system including MTA in NYC. This is one of the many measures that are needed to deal with SH. Also when developing these measures one need to understand the common vogue and cultural acceptance of message to public. In NY subway especially in main stations such as 42nd street the message in the visual screens do attract split second attention of the travelers. The message in the subway cars also stand out among other ads. I have not seen any pictures to depict sexual harassment in the subway... Too much attention is also not good.

This could be done by the help of bystanders. When developing brochures the role of bystanders need to integrated. So that there is no excuse for those bystanders to keep quite...If you look at crime triangle- one of the dimension is the absence of capable guardians in the place where offenders and victims activity converge. That is the place dimension - the place is the transport environment where the so called risky situations pop up. We think the transport authority has the place managers role to play to safeguard but in my opinion, the self routine precautions ( only when people see the brochures and ads will alert) and the bystanders intervention ( alerting their conscience also) is crucial.

In Sao Paulo, the campaign generated a discussion on whether the company was dropping the responsibility to passengers to report and deal with the problem.
